Fixing government IT producurement

On Telegraph.co.uk, I suggest a change in the government’s approach to IT:

Government IT could be revolutionised by having, for example, groups of NHS trusts creating their own systems. Where they need to exchange data with other trusts and Whitehall, they could introduce published file formats. Open sourcing the custom-written code would enable different trusts to adopt the best bits of other systems. Different trusts would experiment in different ways and, over time, better systems would evolve. Because IT systems would evolve from bottom up, rather than top-down, security would be designed from the bottom-up, based on what end-users actually do, creating systems that are less thoughtless about data leaks.
